Virginia DMV Graduated Driver License Laws
Stage One - Learners Permit: A new driver must be at least 15 years and 6 months old to apply for a learner's permit. The holding period for the permit is 9 months. The licensee must complete 45 hours of driving time, 15 of which should be for nighttime driving.
Stage Two - Intermediate License: Before applying for an intermediate license, the driver must be at least 16 years and 3 months old. The nighttime restriction for an intermediate license is not being allowed to drive between the hours of midnight to 4 AM. For the first 12 months, the licensee isn't allowed to have more than one passenger under the age of 18, after that, the licensee may not have more than 3 passengers under the age of 18.
Stage Three - Full License: In order to get full driving privileges in Virginia for removing nighttime driving and passenger restrictions, the applicant must be 18 years old.
